Hanson <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Dave Harris, Public Works Superintendent <br />DATE: June 23, 1995 <br />RE: Joint Powers Agreement for Recycling Maintenance Materials <br />This purpose of this memo is to address concerns expressed at the <br />last Council meeting regarding the recycling agreement. The four <br />areas of concern were: <br />1. Operating Cost. The cost in and out for the sand the <br />City brings would be $1.50 per ton. Frattalone's <br />charges would be a minimum of $3.00 per ton for the <br />same operation. <br />2. Site Location. Right now, the County plans on <br />operating out of the Kent and Larpenteur site. Some of <br />the operation will also be run out of their Public <br />Works Department on Rice Street. This will be to our <br />advantage since it is closer. <br />3. Little Canada's Input. Concern was expressed whether <br />the City has a vote or any input as to the operation of <br />the recycling site. Each city that enters into the <br />Joint Powers Agreement has one vote. We review the <br />rates and the vote on operating guidelines by <br />consensus. All cities will review complete operating <br />costs. <br />4. Exposure to Little Canada. In the agreement it states <br />that the exposure dollar -wise if this project were to <br />fold would be based on miles of streets in the City. <br />With the amount of mileage Little Canada has, our <br />exposure would be less than 4% of the grant amount. <br />However, the County feels that this would never happen <br />as they would buy the machine and reimburse the cities <br />if need be since they can use it for screening their <br />sealcoat materials and also for screening black dirt <br />for their road project. <br />According to Dan Schacht, the cities who have already passed <br />resolutions are Roseville, Shoreview, Falcon Heights, and <br />Page 37 <br />
