515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.cilittle-canada.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Flanson, City Administrator
DATE: November 8, 2013
RE: SEH Quotation for Quiet Zone Study
MAYOR
Bill llesener
COUNCIL.
Rick Montour
John Keis
Michael McGraw
Shelly Boss
ADMINISTRATOR
Joel R. Hanson
Attached is the quotation received from SEH to conduct a quiet zone study for the at
grade railroad crossings in Little Canada used by Canadian Pacific Railroad. As you
know we have at grade crossings on the following streets:
• Woodlyn (stop sign)
• South Owasso (flashing lights)
• Little Canada Road (flashing lights)
• Demont (flashing lights)
• County Road B2 (gated)
• County Road B (flashing lights)
(Note: Minimum requirements for establishing quiet zones required gated crossings. We
have been told that upgrading existing flashing signals is not possible.)
For comparative purposes, Shoreview has also retained SEH for similar purposes. (Their
work scope is slightly different given the Cardigan Junction area. They are paying
$12,000 for their study.
Staff believes it will be advantageous to use the same firm as Shoreview for this work
given the similar issues we are facing and the potential to have a multi - community
approach to quiet zone enactment. We recommend approval of the proposal as presented.
1
