Joel Hanson <br />September 23, 2013 <br />Page 2 <br />The following is a summary of the daily traffic volumes at these locations: <br />it North and southbound Cherry Hill Lane south of Labore Road - approximately 275 vehicles per <br />day. <br />n Westbound Labore Road east of Arcade Street -- approximately 1,100 vehicles per day. <br />Eastbound Labore Road east of Arcade Street - approximately 1,300 vehicles per clay. <br />• Southbound Arcade Street north of Labore Road -- approximately 275 vehicles per clay, <br />• Northbound Arcade Street south of Labore Road - approximately 780 vehicles per day. <br />These traffic counts compare favorably to counts done in the past by the Ramsey County Sheriffs Office. <br />Traffic Forecasts <br />'Traffic forecasts were developed for the newly constructed Pinetree Court, Cherry Hill Lane with a <br />connectinm to the east, and a new roadway to the east connecting to Lahore Road north of Cherry Hill <br />Lane, The forecasts were developed using the traffic count from Cherry 11111 Lane, the number of <br />households in the Cherry 1 -Till Lane development, and the traffic volumes of surrounding streets. When <br />the development is complete, Pinetree Court is estimates( to have approximately 250 vehicles per day. A <br />future connection of Cherry Hill Lane to the east will add an estimated 200 vehicles per day to Cherry <br />Hill Lane south of Lahore Road, for a total of 475. The potential roadway to the east accessing Lahore <br />Road just north of Cherry Hill Lane will have an estimated volume of approximately 1,000 vehicles per <br />day. <br />These volumes are all in accord with recognized traffic volumes for residential streets. <br />Crashes <br />In addition to traffic volume, intersection control warrant analysis also considers vehicle crashes, Vehicle <br />crashes were reviewed at the intersection of Lahore Road and Arcade Street and along Lahore Road from <br />Edgerton Street to County Road 0. At the intersection of Lahore Road and Arcade Street there has been <br />an average of 1.5 crashes per year for the last 3 years. This translates to a crash rate of 1..06 crashes per <br />million entering vehicles. This rate is above the state average crash rate for a stop- controlled intersection <br />of 0,30, but below the critical crash rate of 1.15. Therefore the intersection is considered safe (Inc to the <br />high probability (90 -95 %) that the higher than average crash rate is due to the random nature of crashes. <br />Crashes were also reviewed along Lahore Road from Edgerton Street to County ]toad 0. This segment of <br />Labore Road has a crash rate of 1.73 crashes per mullion vehicle miles. '1113 rate is below the 2.30 state <br />average crash rate for a two lane road. This also indicates a safe condition. <br />Traffic Speeds <br />Traffic speeds collected by the Ramsey County Sheriffs Office found that Labore Road has an average <br />speed of 32 mph and an 35ih percentile speed of 36 nph, which means that SS% of traffic is traveling at or <br />below 36 mph. <br />Sight Distance <br />Our review of the area included measuring the available sight distance at the two intersections. <br />Intersection sight distance allows drivers entering a roadway to be able to see traffic on that roadway and <br />therefore being able to determine if they can enter safely. Stopping sight distance allows drivers on a <br />through roadway to be able to stop safely for an obstacle in their path. <br />3 <br />
