MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 13, 2013 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 13th day of <br />November, 2013 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Michael McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Finance Director Ms. Sharon Provos <br />Cable TV Producer Mr. Kevin Helander <br />City Clerk Ms. Kathy Glanzer <br />PROPOSED The City Administrator reported that the focus of tonight's workshop <br />2014 is to provide an update on the General Fund and to discuss employee <br />BUDGET benefits. With regard to the General Fund, the Administrator reviewed <br />REVIEW his memo dated November 8, 2013 which outlines General Fund changes <br />as follows: <br />o The City will be receiving an additional $700 in SCORE <br />Grant funding (recycling); <br />o Salary scale adjustments have been revised to reflect a 2% <br />cost of living adjustment for depaiiment heads and a 2.5% <br />increase for hourly staff. These amounts are in line with <br />what we have seen from other communities throughout the <br />state. This reduces the General Fund impact by $4,828; <br />o LGA usage drops from $151,930 discussed at our last <br />workshop to $146,901; <br />o LGA to the General Capital Improvement Fund increases to <br />$197,924. <br />With regard to wage increases, the Administrator noted that the City has a <br />step system so salary scales will increase by the percentages <br />recommended. Also, employees who are not at the top of their salary <br />
