{LTVIR% ASSO<IATt Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: December 13, 2013 RE: 2014 Street & Utility Project Feasibility Report l Ut NORM As required as part of the 429 process a feasibility report has been completed for the proposed 2014 Street and Utility Improvements project. The streets where Improvements are proposed are as follows: • Australian Avenue — Lakeshore Avenue to the east • Schletty Drive — Little Canada Road to the south As directed by the City Council, informational meetings were held with each neighborhood to obtain resident input and gauge project acceptance. Minutes from those meetings are included in the report along with a description of the proposed improvements, estimated costs, and financing for each project. The Australian Avenue informational meeting was well attended and all present felt the condition of the existing street was still acceptable and watermain was not needed at this time. Those present at the Schletty Drive meeting were in favor of moving forward with the street and watermain improvements. The feasibility report includes information on the existing conditions, proposed improvements, estimated costs, and property assessments as outlined in the City's Assessment Manual. The watermain assessments on Schletty Drive are unique due to the issues discussed in the report. The final determination on the assessments will not be made until the assessment hearing, but staff feels that the recommendations of the report provide for an equitable treatment of all properties based on the information known to date. At this time we are requesting the City Council order the feasibility report and in a separate motion accept the feasibility report and call for the Public Hearing for Schletty Drive. Based on the input from the Australian neighborhood staff is recommending that the Australian Avenue work be postponed until a future date.
