{LTVIR% ASSO<IATt <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: December 13, 2013 <br />RE: 2014 Street & Utility Project Feasibility Report <br />l Ut NORM <br />As required as part of the 429 process a feasibility report has been completed for the <br />proposed 2014 Street and Utility Improvements project. The streets where <br />Improvements are proposed are as follows: <br />• Australian Avenue — Lakeshore Avenue to the east <br />• Schletty Drive — Little Canada Road to the south <br />As directed by the City Council, informational meetings were held with each <br />neighborhood to obtain resident input and gauge project acceptance. Minutes from <br />those meetings are included in the report along with a description of the proposed <br />improvements, estimated costs, and financing for each project. The Australian Avenue <br />informational meeting was well attended and all present felt the condition of the existing <br />street was still acceptable and watermain was not needed at this time. Those present at <br />the Schletty Drive meeting were in favor of moving forward with the street and watermain <br />improvements. <br />The feasibility report includes information on the existing conditions, proposed <br />improvements, estimated costs, and property assessments as outlined in the City's <br />Assessment Manual. The watermain assessments on Schletty Drive are unique due to <br />the issues discussed in the report. The final determination on the assessments will not <br />be made until the assessment hearing, but staff feels that the recommendations of the <br />report provide for an equitable treatment of all properties based on the information <br />known to date. <br />At this time we are requesting the City Council order the feasibility report and in a <br />separate motion accept the feasibility report and call for the Public Hearing for Schletty <br />Drive. Based on the input from the Australian neighborhood staff is recommending that <br />the Australian Avenue work be postponed until a future date.
