MINUTES <br />PLANNING COMMISSION <br />DECEMBER 12, 2013 <br />had no employee injuries, and noted that there are strong cages on fork <br />lifts which would prevent injuries if a stack toppled over. Fischer asked <br />about access to the storage yard. Wenner reported that their business does <br />not have a retail component, therefore, there is no public in the yard. <br />Fischer asked about the double- stacks that Wenner discussed earlier. <br />Wenner reported that they deal with 60 to 80 different types of lumber <br />product, and allowing them higher stacks will ease in keeping the product <br />separated. Wenner acknowledged that employees had been stacking <br />product higher than the 14 feet allowed, and the City discovered the <br />violation. Nick Wenner also noted that allowing a 20 foot stack height <br />will help them keep storage rows shorter, which provides more visibility <br />in the storage yard for employees. <br />Barraclough stated that he was in favor of tabling action on the PUD <br />Amendment pending additional information. Knudsen stated that he was <br />not inclined to grant approval with the information before the Commission <br />this evening. Rather than deny, Knudsen suggested that action be tabled. <br />Knudsen again pointed out that outdoor storage is a hot button issue for <br />the City, and indicated that he did not want to put the applicant through a <br />great deal of expense if the outcome will be denial anyway. Knudsen <br />stated that his preference was that outdoor storage be moved around to <br />improve efficiencies for the business with no increase in the actual amount <br />of outdoor storage. <br />Wenner requested that the Commission table action on the PUD <br />Amendment to give them the opportunity to consider their options. <br />Knudsen stated that the Commission could table, but pointed out that there <br />are no guarantees that even with adjustments in the proposal, the PUD <br />Amendment would be approved. <br />Barraclough felt that removal of the proposed outdoor storage on the west <br />side of the property would be an improvement. Knudsen agreed, but was <br />not sure of the impact of this change on the need for an additional hydrant <br />and potential water flow improvements. Duray suggested that eliminating <br />the request for 20 foot stacks would also be an improvement to the <br />proposal. <br />The Planner again noted in his discussions with the Fire Marshal, the <br />Marshal indicated his comfort with the proposal provided that fire lanes <br />are paved and the fire flow study done. <br />Robert and Nick Wenner again requested that action be tabled so that they <br />can consider their options and perhaps adjust their plan. The Wenner's <br />requested that the matter be tabled to the City's February meetings. <br />-6- <br />
