ATTACHMENT A <br />PUD PERMIT Mr. Dirk Bordsen appeared before the Commission requesting approval <br />FOR INTERIM of a Planned Unit Development (PUD) Permit for an Interim Use on <br />USE — property located at 2968 Rice Street. <br />2968 RICE <br />STREET — The City Planner reviewed his October 3, 2013 report in detail. I -Ie <br />BORDSEN indicated that this property is for sale; and Dirk Bordsen, owner of the <br />adjacent property would like to purchase it and reuse the existing <br />buildings for a variety of commercial uses. The Planner reported that <br />Bordsen has indicated that he will make a series of improvements to the <br />various buildings on the property. However, Bordsen is requesting the use <br />of some of the parking areas /drive aisles with Class V surfacing. The <br />Planner indicated that the site plan submitted should demonstrate <br />sufficient parking for the proposed uses. He also indicated that it was not <br />possible to designate organized parking without paved and striped spaces. <br />Therefore, he would not recommend the use of gravel surfaces for parking <br />areas on commercial property, even on an interim basis. <br />The Planner reported that over the long term the plan would be for the <br />redevelopment of 2962 and 2968 Rice Street. He described the long, <br />narrow nature of these two properties. He pointed out their PUD zoning <br />which accommodates a wide variety of land uses and flexible standards. <br />The Planner felt that the interim use as proposed would work until the site <br />is redeveloped. The Planner stated that he would only recommend <br />approval of the PUD Permit for the commercial use of the existing <br />buildings on 2968 Rice Street under the conditions outlined in his report. <br />The Planner stated that he would recommend waiving the curbing <br />requirement, however, as long as there was a storm water management <br />plan for the property. <br />Dirk Bordsen appeared before the Commission and reported that he has <br />owned the property at 2962 Rice Street for several years. He has watched <br />the activity at 2968 Rice Street for a number of years, and pointed out that <br />there have been problems with vagrants using these buildings. He noted <br />that both sites are long and narrow, each having only 70 feet of frontage <br />on Rice Street. Bordsen stated that he would like to purchase 2968 Rice <br />Street and felt that eventually the two sites will redevelop. He indicated, <br />however, that he cannot afford to proceed with the purchase unless he is <br />able to use 2968 Rice Street on an interim basis. <br />Bordsen described his proposed site plan as well as the various <br />improvements he intends to make to the existing buildings. He noted that <br />from the street, one will only see the two existing houses on 2962 and <br />2968 Rice Street. Bordsen noted that PreWire is currently renting the <br />back portion of 2962 Rice Street for employee parking. This parking is <br />occurring on gravel surface, and Bordsen stated that he would like to <br />retain the gravel surfacing. <br />27 <br />
