MINUTES <br />CITY COUNCIL <br />DECEMBER 18, 2013 <br />2014 <br />BUDGET <br />Montour introduced the following resolution and moved is adoption: <br />RESOLUTION NO. 2013 -12 -228 — APPROVING THE TEXT <br />AMENDMENT TO ZONING CODE SECTIONS 911, 912a, AND 914 <br />RELATED TO AUTO USE MORATORIUM, IMPOSING <br />ADDITIONAL REGULATIONS FOR INDOOR AUTO SALES USE <br />AND DELETING THE SALVAGE VEHICLES SALES AND REPAIR <br />USE AS RECOMMENDED BY THE CITY PLANNER AND THE <br />PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Council asked the number of Outdoor Auto Sales licenses. Staff <br />indicated that they believe that use was capped at four licenses, with one <br />license available. That information will be provided to the Council. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -12 -229 — TERMINATING THE AUTO USE <br />MORATORIUM EFFECTIVE THE DATE OF PUBLICATION OF <br />THE ORDINANCE AMENDING THE ZONING CODE AS WAS <br />APPROVED IN RESOLUTION NO. 2013 -12 -228 <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Blesener opened the Public Hearing to consider adoption of the City's <br />2014 Budget. <br />The City Administrator welcomed everyone to the City's 2014 Budget and <br />Tax Levy presentation and began by reviewing the taxing jurisdictions that <br />make up property taxes in Little Canada. These include the City, School <br />District (623 or 624), Ramsey County, and Special Taxing Jurisdictions, <br />which include the Metropolitan Council, Metropolitan Mosquito Control <br />Regional Rail Authority, and Ramsey /Washington Metro Watershed <br />District. <br />The Administrator noted that for 2014, the City is proposing to levy the <br />first year of debt service for the new Public Works /Parks Facility. This <br />will give the City more flexibility in dealing with levy limits. Future bond <br />10 <br />
