PAID TIME OFF ISSUES <br />Short Term Disability <br />Shoreview: <br />Employee pays $4 /paycheck <br />Premium paid from City benefit package and reported as taxable income to employee. <br />As a result, any disability benefits paid to employee are not subject to taxes. <br />Benefit amount is 2 /3rds of regular rate of pay <br />STD begins after 21 days — begins on 22'1 day through 69" day. <br />Roseville: <br />No cost to employee. <br />Benefits are taxable. <br />Benefit amount is 80% of regular rate of pay. Employee can use deferred sick leave bank <br />or PTO to make themselves whole financially. <br />STD begins after 14 days — begins on 15'x' day through 61" day <br />Purchase of STD Policy: <br />100% minimum participation <br />100% employer paid <br />Pays 60% of covered earnings <br />15" day - $19.98 /mo. /employee <br />21" day - $17.02 /mo. /employee <br />30th day - $11.84 /mo. /employee <br />Recommendation: City self- insures for STD, charging a $10 monthly premium. The <br />benefit amount would be 2 /3rds rate of pay. Ideally, we would want to set this up to <br />ensure the benefits are not taxable which would result in less cost to the City. Also, not <br />paying taxes on a 2 /3rds benefit amount would keep the employees whole. STD benefits <br />would begin on 15th day running through 65°' day when LTD would kick in. If an <br />employee qualifies for STD, they would be allowed to use Deferred Sick Leave, PTO, or <br />a combination of the two to get them to the 15 °i day when STD benefits begin. <br />
