Hanson <br />The water main resulted in an assessment of $4,510 per lot verses <br />the $4,600 estimated at the improvement hearing. You will note <br />that we provided a credit for curb and gutter to three lots. <br />This is due to the fact that previously existing curb and gutter <br />was retained and, therefore, not assessed to these residences. <br />The main issue here is the rate used for the street assessment. <br />In applying the single frontage policy as written, the assessment <br />rate per lineal foot ended up at $32.94 per lineal foot. This <br />seemed dramatically lower than our other projects and did not <br />result in equitable treatment among projects as the policy <br />requires. The adjustment I used was to take the Lakeshore /Old <br />Co. Rd. C /Jackson rate of $42.69 per lineal foot multiplied by <br />28/30 to represent the difference between the 28 foot wide street <br />verses the 30 foot wide street. This yielded an assessment rate <br />of $40.78 per lineal foot verses the $45.00 stated in the <br />improvement hearing. <br />Otherwise, I am not aware of any other issues relative to this <br />project. <br />JRH:kpv <br />Page 59 <br />
