skating, indoor theaters, indoor firearms or archery <br />range, bingo, dance halls, and amusement centers. <br />29. Commissioner. The Commissioner of the Department of <br />Natural Resources. <br />30. Community Center. Land and /or buildings, owned and used <br />by the City of Little Canada, School District No. 623, or <br />a church, for educational, recreational, and multiple <br />human service purposes, which are intended to primarily <br />benefit the residents of the City of Little Canada and <br />the cities which surround it. "Primarily benefit" means <br />that at least fifty (50 %) percent of the physical <br />facility must be used by the owner/ operator for <br />qualified in -house programs which are designed to service <br />the residents of the City of Little Canada and the cities <br />which surround it. Operating costs may be defrayed by <br />the rental of the remainder of the facility to non - profit <br />organizations, for the purposes stated herein, not to <br />exceed ten (10 %) percent of the gross floor area of the <br />facility for any one lessee. A Community Center may not <br />include any use which is deemed by the City Council to <br />constitute a detriment to the health, safety and general <br />welfare of the residents of the City. <br />31. Conditional Use. A use, that because of special control <br />problems the use presents, requires effectuation of <br />reasonable, but special, unusual and extraordinary <br />limitations peculiar to the use for the protection of the <br />public welfare and the integrity of the Municipal Land <br />Use Plan. <br />32. Conditional Use Permit. A permit issued by the Council <br />in accordance with procedures specified in this <br />Ordinance, as a flexibility device to enable the Council <br />to assign dimensions to a proposed use or conditions <br />surrounding it after consideration of adjacent uses and <br />their functions and the special problems which the <br />proposed use presents. <br />33. Condominium. A multiple dwelling containing individually <br />owned dwelling units and jointly owned and shared areas <br />and facilities, which dwelling is subject to the <br />provisions of the Minnesota Condominium Laws, Minnesota <br />Statutes, Sections 515.01 and 515.19, as may be amended. <br />34. Convenience Food Establishments. An establishment which <br />serves food in or on disposable or edible containers in <br />individual servings for consumption on and off the <br />premises. <br />35. Cooperative (Housing).
