BACKGROUND <br />Mr. Robert Leibel has submitted an application for a variance <br />request to facilitate development of land located behind the <br />tier of lots fronting on Twin Lake Boulevard and Twin Lake <br />Road. Exhibits A and B of this report, highlight and define <br />the present proposal. Should the requested variance be approved, <br />a subdivision reorganizing the lot configurations will also <br />require processing and approval. <br />II. PAST ACTIONS AFFECTING THIS PROPERTY <br />As a consequence of the access as well as utility issues which <br />confront the property in question, a number of past attempts <br />for subdivision and development have failed to materialize <br />or gain City approval. Exhibit C (yellow pages), is a past <br />report from our office on such a request and Exhibit D (pink <br />pages) is City Council's comments on the property and its <br />development problems. <br />III PRESENT REQUESTS <br />The applicants proposed development would in our opinion, <br />resolve and conclude the concerns which persist relative to <br />the area's development. Mr. Leibel's proposal would create <br />one large approximately 27,000 square foot lot for development <br />of a single - family home. While this parcel is greatly oversized, <br />the utilization of the site will finally be determined. <br />This assumes however, the no additional divisions will be <br />considered by the City.
