MINUTES <br />City Council <br />May 27, 1.987 <br />Leibel was an assessment for sanitary sewer. There is no watermain in the <br />Variance -: area. <br />(Cont.) 7. <br />Leibel pointed out that his brother will have to run sewer to the <br />property and will also have to install a sewer "T" connection which <br />is expensive. <br />Fasciana reported that he believed that Mr. Bob DeBace paid the <br />assessments for the property currently owned by Mr. Larson, as <br />Fasciana sold the property to DeBace, who constructed the home on <br />the property. Fasciana pointed out that he previously offered the <br />property behind 122 Twin Lake Blvd. to the previ.ousowners of the <br />property who were not interested in acquiring it. • <br />V <br />Leibel pointed out that by developing the property, the appearance <br />of the property will be improved. Leibel also pointed out that <br />there are currently 3 tenants in 140 Twin Lake Blvd. and under <br />the proposal to construct one house and provide access to 140 <br />Twin Lake Blvd. directly on the street, there will be a lot less <br />traffic. <br />Fahey felt that as a condition of the variance approval, the <br />_a property would not be allowed to be subdivided later. <br />Leibel stated that he and his brother would be agreeable to this. <br />:T.,, Scalze pointed out that the property has been a problem in the past <br />that was created by the City. Scalze felt the proposal would be a <br />resolution of the problem. <br />Collova asked if the easement is currently paved. <br />Leibel explained that a portion of the easement is paved. Leibel <br />also explained that the acquisition of the triangular piece of <br />property necessary for access to 140 Twin Lake Blvd. is a complicated <br />matter and this is the reason the 3 -year variance is being requested. <br />Mr. Ernest Larson, property owner of 122 Twin Lake Road, appeared <br />before the Council and reported that when he purchased his property <br />it was with the assumption that the property behind his home was <br />landlocked and would be difficult to build on. Larson also pointed <br />out that he felt the price being asked for the property was greater <br />than its value. Larson stated that the property was a nice wildlife <br />area and provided a nice view. Larson stated that he was of the <br />impression that the property was unaccessable and would like to see <br />it remain that way for the value of his property. <br />Fahey stated that the problem arises in that the City approved a <br />lot split for this property and now there are lots for which the <br />property owner istpaying taxes and should be able to develop. <br />Fahey felt the proposal before the Council improved the situation <br />and eliminated the difficulty of future requests and subdivisions <br />of the property. <br />Parc, -7- <br />Page 43 <br />
