SEP 08 '95 07 :47RM EHLERS & ASSOCIATES <br />40 YEAR ANNIVERSARY <br />EMORANDUM <br />TO: Joel Hanson <br />FROM: Rusty Fifield <br />SUBJECT; Implementation Steps <br />Initial Actions for Council Consideration <br />DATE: September 8, 1995 <br />P.2/4 <br />During the final stages of the process of preparing the Development Guide for the <br />Rice Strect-Litde Canada Road arca, we seek to balance two factors. I believe that <br />it is important that the City Council understand and support the concepts and <br />principles of the Guide. Without this support, it will not be an effective <br />development management tool. The need to devote the time needed to create the <br />final Guide docLmmt roust be balanced against the need to make progress. The <br />Council has committed to this project with the belief that it will serve as a catalyst to <br />redevelopment. We need to take action to implement the Guide. <br />As I suggested at the September 5th workshop, I believe that implementation can <br />begin before the Guide is in final form. The discussion at the workshop reinforced <br />my belief that the foundation of the Guide is solid. Putting the document in final <br />form is more a matter of adjustment, clarification and enhancement. <br />The City Council will discuss the Implementation section of the Guide at its <br />meeting on Wednesday. Here are my thoughts on actions that the Council could <br />take at that time: <br />Step in Guide Action Comments <br />NA <br />Direct staff to work persons <br />interested in undertaking <br />projects with in the study area <br />There has been a general attitude that the City <br />will not consider development projects until the <br />Development Guide is complete. This action <br />acknowledges that while the Guide in not final, <br />its completion will not be a barrier to considering <br />specific proposals. <br />15 Approve Housing Coals <br />Agreement <br />The Metropolitan Council has preparad a basic <br />agreement for participation in the Metropolitan <br />Livable Communities Program.
