Implementation <br />The Development Guide has been described as a "cook book". The planning process has <br />shaped a vision and development concept for the Rice Street/Little Canada Road area -- -what <br />to cook. The supporting analysis and community input identify the ingredients of the area. <br />The final aspect of the recipe is the instructions -- -how to combine the ingredients into the <br />desired outcome. <br />The implementation of the Development Guide will be both reactive and proactive. The <br />Development Guide provides the City with a framework to react to and shape development <br />proposals. Does the proposal meet the intent of the Guiding Principals and move towards the <br />vision? Implementation steps create a bridge between the Development Guide as a plan and <br />its use as a tool. Without a plan for action, there is a risk that the Development Guide will <br />remain a concept. <br />One of the Guiding Principals of the Development Guide is that the City of Little Canada must <br />play an active role. To enable the City to play this role, the Development Guide contains <br />specific implementation program. This section of the Guide describes steps to be taken by the <br />City to achieve the objectives set forth in the Development Guide. The following <br />implementation steps are included: <br />•Promote the redevelopment of Market Place. <br />•Use the Development Guide to shape the plans for the reconstruction of Little Canada Road <br />*Acquire property needed to achieve objectives of the Development Guide <br />•Promote additional green space adjacent to Round Lake <br />•Create strategy for implementing proposed road changes <br />• Decertify and Re- Establish TIF District #3 -1 <br />•Modify Development Programs and TIF Plans for Other Related TIF Districts <br />• Make organizational changes to encourage implementation of the Development Guide <br />•Form public-private partnerships <br />*Amend the zoning ordinance to serve as tool for implementation <br />•Create and implement architectural design guidelines <br />*Work with Roseville to meet common development objectives <br />•Incorporate Development Guide into Comprehensive Plan <br />•Seek legislative authority to establish special service district <br />•Participate in Livable Communities Program <br />•Solicit proposals from developers <br />Each implementation step consists of four parts: rationale, actions, financial implications and <br />time frame. <br />Implementation [Draft - September 1, 1995] Page 4 •1 <br />Page 82 <br />
