Use the Development Guide to shape the plans for the reconstruction of Little <br />Canada Road <br />Rationale: Ramsey County will turn back Little Canada Road to the City of Little Canada in <br />the next several years. Prior to turnback, they would reconstruct the road, to standards agreed <br />upon by the County and the City, between Trunk Highway 49 (Rice Street) and County Road <br />C. Reconstruction is currently expected to occur in 1997. One issue may drive significant <br />changes to the road within the redevelopment area: the current alignment of the roadway does <br />not fall within the right -of -way (ROW)between Market Place Drive and the railroad tracks. <br />The County will require that this issue be resolved as a part of the turnback process, and will <br />look to the City for direction. <br />Realignment of the road will require land acquisition. The <br />reconstruction of the roadway in a more northerly locadon (which <br />would bring the roadway back within the ROW) may force an <br />acquisition of Round Lake Plaza, allowing for redevelopment <br />consistent with the plan. Reconstruction following its current <br />alignment will necessitate ROW acquisition from the homes next to <br />Round Lake, perhaps even acquisition of the parcels themselves. This <br />would achieve the desired public connection to Round Lake. <br />As the road is planned, the design will be set by the City. This provides a great opportunity <br />to create a street that supports direction of the redevelopment and sets this community entry <br />apart from others. The street could become more like a boulevard or a parkway, and reinforce <br />the way Little Canada Road acts as a gateway to the community. <br />Actions: <br />► Determine which reconstruction option provides the best initial fit with the <br />Development Guide (redevelopment of Round Lake Plaza or public access to Round <br />Lake). Regardless of the alignment, both of these development changes may occur. <br />► Work with Ramsey County to define desired cross - section and design of Little Canada <br />Road. <br />► If the road is located to the south, acquire properties to create a more park -like setting <br />next to Round Lake. <br />► If the road is located to the north, work to relocate businesses within the redevelopment <br />area and establish a parcel for redevelopment of the remaining land as housing. <br />► Senior housing should be considered as one option for any land remaining from an <br />Implementation [Draft - September 1, 1995] Page 4 ❖3 <br />Page 84 <br />
