Use the Development Guide to shape the plans for the reconstruction of Little
Canada Road
Rationale: Ramsey County will turn back Little Canada Road to the City of Little Canada in
the next several years. Prior to turnback, they would reconstruct the road, to standards agreed
upon by the County and the City, between Trunk Highway 49 (Rice Street) and County Road
C. Reconstruction is currently expected to occur in 1997. One issue may drive significant
changes to the road within the redevelopment area: the current alignment of the roadway does
not fall within the right -of -way (ROW)between Market Place Drive and the railroad tracks.
The County will require that this issue be resolved as a part of the turnback process, and will
look to the City for direction.
Realignment of the road will require land acquisition. The
reconstruction of the roadway in a more northerly locadon (which
would bring the roadway back within the ROW) may force an
acquisition of Round Lake Plaza, allowing for redevelopment
consistent with the plan. Reconstruction following its current
alignment will necessitate ROW acquisition from the homes next to
Round Lake, perhaps even acquisition of the parcels themselves. This
would achieve the desired public connection to Round Lake.
As the road is planned, the design will be set by the City. This provides a great opportunity
to create a street that supports direction of the redevelopment and sets this community entry
apart from others. The street could become more like a boulevard or a parkway, and reinforce
the way Little Canada Road acts as a gateway to the community.
Actions:
► Determine which reconstruction option provides the best initial fit with the
Development Guide (redevelopment of Round Lake Plaza or public access to Round
Lake). Regardless of the alignment, both of these development changes may occur.
► Work with Ramsey County to define desired cross - section and design of Little Canada
Road.
► If the road is located to the south, acquire properties to create a more park -like setting
next to Round Lake.
► If the road is located to the north, work to relocate businesses within the redevelopment
area and establish a parcel for redevelopment of the remaining land as housing.
► Senior housing should be considered as one option for any land remaining from an
Implementation [Draft - September 1, 1995] Page 4 ❖3
Page 84
