MEMORANDUM <br />TO: Mayor and City Council <br />FROM: John Pechman, Code Enforcement Official <br />DATE: July 19, 1995 <br />RE: Amendments to Section 804 Solicitors. <br />One of the responsibilities that falls under my title of Code <br />Enforcement Official is to review and issue permits for <br />solicitors. I have been receiving an increasing number of calls <br />for individuals wishing to solicit in the City. Under the <br />current City Ordinance, Section 804, the City does not have the <br />necessary control to regulate solicitors. Anyone who has the <br />goods at the time of sale does not need a permit. In addition, <br />the current ordinance does not list activities which are <br />prohibited (i.e. harassment, false statements, safety hazard). <br />The amended City Ordinance, Section 804, gives the authority and <br />control necessary for the City to insure that proper information <br />on solicitors /peddlers is provided and citizens rights are more <br />protected than in the current Solicitors Ordinance. Prohibited <br />activities, currently, are not grounds for revocation of the <br />permit, but would be with the amended ordinance. <br />The amended ordinance was generated through reviewing City <br />Ordinances from: Shoreview, White Bear, White Bear Township, and <br />Roseville. Sections from each of these City's Ordinances were <br />used in formulating the amended Section 804. <br />I have also included a permit application form which City staff <br />has put together in conjunction with the amended ordinance. The <br />form takes the guess work out of the solicitation application <br />procedure by confirming what information solicitors /peddlers need <br />to provide. <br />I recommend the City Council adopt a resolution setting the <br />permit fee at $25.00 to cover administrative and investigative <br />costs. <br />cc.
