MINUTES <br />PLANNING COMMISSION <br />JULY 13, 1995 <br />The City Planner replied that proportion may refer to a <br />flat roof versus pitched roof, while scale may refer to <br />a 1,000 square foot house versus 2,000 square feet. <br />Garske asked if this ordinance would leave the City <br />open to challenges. <br />The City Planner pointed out that applications for <br />CUP's would have to meet all of the six criteria laid <br />out. If a CUP request is denied because it does not <br />meet one or more of the criteria, the City would have <br />to make a finding to support the denial. However, the <br />burden of proof is on the applicant. <br />Mr. Barraclough recommended approval of the ordinance <br />amending Section 921.010.C. of the Zoning Code of the <br />Municipal Code of the City of Little Canada, relating <br />to Conditional Use Permits as presented. <br />Motion seconded by Schletty. <br />Motion carried 5 - 0. Knudsen abstained since he <br />arrived in the middle of the discussion on this issue. <br />TEMPORARY The City Planner reviewed the recommendation of the <br />SIGN Code Enforcement officer regarding proposed revisions <br />ORDINANCE to the City's temporary sign ordinance. The Planner <br />REVISIONS noted that the proposal would allow a business to have <br />two 30 -day permits each year rather than the three 10- <br />day permits currently allowed. It also allows the use <br />of balloons as temporary signage, and allows a business <br />to have a grand opening sign. <br />Knudsen asked if this proposal is in line with what <br />other cities allow. <br />The Planner replied that the proposal is based on what <br />the City of Roseville allows. <br />Carson reported that this matter has been discussed by <br />the Community Pride Committee. It was their <br />recommendation that the Little Canada ordinance be <br />brought in line with Roseville's since most of the <br />temporary signage occurs along Rice Street where Little <br />Canada businesses are competing with Roseville <br />businesses. Carson also reported that the Pride <br />Committee discussed the fact that most businesses do <br />3 <br />Page 22 <br />
