MINUTES <br />CITY COUNCIL <br />DECEMBER 9, 1992 <br />structure developed on the east side of the park. <br />Lee Everson, 2940 Desoto Street felt that the DeSoto <br />Street side of Pioneer Park was very beautiful, and he <br />did not want to look at additional parking on that <br />side. Everson agreed that the east side of the park <br />was the more residential side, and felt that increased <br />traffic on LaBore Road and Desoto Street would be <br />dangerous. <br />Jim Welhelm, 2900 Desoto, agreed with his neighbor's <br />comments. Welhelm felt that additional parking on the <br />east side of the park would ruin its appearance. <br />Scalze asked the neighbors' feelings about tournament <br />usage. Scalze pointed out that the Council had <br />discussed this subject and felt that there would be 2 <br />to 3 tournaments in the park each year. Scalze <br />reported that she is hearing discussion about increased <br />tournament usage of the park. <br />Welhelm expressed concern with the increased traffic <br />that tournaments would bring. Welhelm felt that the <br />main traffic to the park should use Centerville Road, <br />since this is a main thoroughfare. <br />Scalze pointed out that Pioneer Park is a major park <br />with residential uses on three sides. <br />Welhelm felt that the best solution to the parking <br />problem would be additional parking on the north end of <br />the park. Welhelm suggested 30 to 35 temporary parking <br />spaces on the north. <br />Collova pointed out that when the park was first being <br />developed, there was industrial development occuring to <br />the north, and it was hoped that the property <br />immediately north of the park would develop so that a <br />shared - parking arrangement could be worked out. <br />However, due to the state of the economy, that <br />industrial development has stopped. <br />Blesener was concerned that the thoughts of a shared <br />parking arrangement on the part of the City would <br />dictate the type of development that could occur to the <br />north. <br />Collova pointed out that there is a sewer lateral to <br />the north that would probably dictate how development <br />could occur. <br />Scalze pointed out that the Park Commission has <br />recommended that the City consider allowing parking <br />Page 14 <br />
