MINUTES
CITY COUNCIL
DECEMBER 9, 1992
structure developed on the east side of the park.
Lee Everson, 2940 Desoto Street felt that the DeSoto
Street side of Pioneer Park was very beautiful, and he
did not want to look at additional parking on that
side. Everson agreed that the east side of the park
was the more residential side, and felt that increased
traffic on LaBore Road and Desoto Street would be
dangerous.
Jim Welhelm, 2900 Desoto, agreed with his neighbor's
comments. Welhelm felt that additional parking on the
east side of the park would ruin its appearance.
Scalze asked the neighbors' feelings about tournament
usage. Scalze pointed out that the Council had
discussed this subject and felt that there would be 2
to 3 tournaments in the park each year. Scalze
reported that she is hearing discussion about increased
tournament usage of the park.
Welhelm expressed concern with the increased traffic
that tournaments would bring. Welhelm felt that the
main traffic to the park should use Centerville Road,
since this is a main thoroughfare.
Scalze pointed out that Pioneer Park is a major park
with residential uses on three sides.
Welhelm felt that the best solution to the parking
problem would be additional parking on the north end of
the park. Welhelm suggested 30 to 35 temporary parking
spaces on the north.
Collova pointed out that when the park was first being
developed, there was industrial development occuring to
the north, and it was hoped that the property
immediately north of the park would develop so that a
shared - parking arrangement could be worked out.
However, due to the state of the economy, that
industrial development has stopped.
Blesener was concerned that the thoughts of a shared
parking arrangement on the part of the City would
dictate the type of development that could occur to the
north.
Collova pointed out that there is a sewer lateral to
the north that would probably dictate how development
could occur.
Scalze pointed out that the Park Commission has
recommended that the City consider allowing parking
Page 14
