Hanson <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: December 15, 1995 <br />RE: 1996 Budget <br />Pursuant to Truth in Taxation requirements, we will be holding a <br />public hearing to consider the adoption of the 1996 budget. The <br />budget document is included under separate cover and is in final <br />form subject to any actions we may take at the workshop to be <br />held on Monday, December 18, 1995. <br />Attached to this memo is the current status of tax levies. Also <br />included are the resolutions reducing the debt levies to <br />correspond with our certification process. You will note that <br />the fund indicates tax levy allocations for the General Fund, <br />Capital Improvement Fund and Debt Service Funds with a net levy <br />increase of 2.83 %. (Same amount as discussed at Truth in <br />Taxation hearing.) We will combine these three levies into one <br />General Fund levy based the recommendation received from the <br />City's Auditor. This is done to preserve our tax levy <br />capabilities if the State Legislature were to impose levy limits <br />on us again. <br />We also need to ratify salary recommendations. The salary <br />schedules are included as part of the budget document. <br />We need to approve the Capital Improvement portion of the budget. <br />These documents are included in the draft budget under separate <br />cover. Actions taken at Monday's workshop could modify these <br />sheets. <br />Lastly, we should approve the 10% Committee's recommendations. <br />Given the uncertain status regarding the old fire hall project, <br />the 10% Committee has only recommended one item for funding at <br />this time. That is the Fire Department's purchase of the Hurst <br />Rescue Tool for $15,000. Once more information becomes available <br />regarding the status of the old fire hall remodeling project, the <br />Committee will then meet and complete their prioritization of <br />other funding requests. <br />JRH:kpv <br />Enclosure <br />Page 28 <br />
