Hanson <br />Attached is a request from Frank Frattalone for a burning permit <br />to dispose of trees which were cut down in the vicinity of <br />approximately 3000 Centerville Road. You will note that Mr. <br />Frattalone has been informed of tree preservation ordinance <br />requirements for replacement of downed trees. <br />I contacted both the PCA and the DNR regarding this request. The <br />PCA indicated that there involvement is limited to smokestack - <br />type emissions. The DNR indicated that they would need to issue <br />a burning permit. The DNR recommended that the City Council <br />first review the issue. If the Council has no problem approving <br />a permit, in all likelihood, the DNR will issue a permit. <br />However, if there are alternative means available to dispose of <br />all or some of the wood, that will have to be done. Attached is <br />a letter from Philip Vieth of the DNR outlining the conclusions <br />he reached after visiting the site. <br />Also attached for your information is a copy of the State Statute <br />dealing with burning permits. <br />If the City Council chooses to approve a burning permit for Mr. <br />Frattalone, we would recommend the following requirements be met: <br />*A11 requirements under State Statutes; <br />*All requirements of the DNR; <br />*All requirements made by the Fire Chief and Fire Marshall; <br />*Specific dates and times during which burning will occur; <br />*24 hours advanced notice to the City Fire Department and <br />Ramsey County Sheriff's Department prior to the burn in <br />addition to a one hour verbal follow -up notice to the <br />Ramsey County Sheriff's Dispatcher prior to the <br />Page 41 <br />
