Hanson <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: December 15, 1995 <br />RE: Law Enforcement Services Agreement <br />Attached is a copy of the contract proposed between the City of <br />Little Canada and Ramsey County for law enforcement services. <br />This agreement is in essentially the same form as in prior years <br />with the following notable exceptions: <br />* The agreement now covers a five year period versus a <br />annual period. <br />* Termination of the agreement can occur with 12 months <br />notice versus a 6 month notice provision in our current <br />contract. <br />* Approval of the annual budget estimate has been extended <br />to December 31. Currently the date is earlier in the month <br />of December. <br />* If the municipality does not indicate acceptance of the <br />budget estimate, the municipality and the county must meet <br />by January 31 of the budget year in question to reach an <br />agreement on modifications to service levels provided by the <br />county that are consistent with the municipalities budget <br />levels. <br />Our contract committee has discussed this document for the past <br />few months. I feel the changes proposed are reasonable in that <br />greater stability will be provided to the contracting members and <br />to Ramsey County (5 year agreement and 12 month notice) without <br />eliminating options for other service providers. Therefore, I <br />would recommend execution of this agreement subject to any <br />comments by the City Attorney. <br />Page 66 <br />
