materials classified as hazardous according to City, County, State <br />and Federal regulations. <br />809.070. COLLECTION EQUIPMENT. <br />(A) Specification of Vehicles. All garbage, recyclable <br />materials, and rubbish shall be transported on the streets and <br />alleys in the City only in vehicles with leak -proof bodies of <br />easily cleanable construction and completely covered with metal and <br />heavy canvas. Vehicles shall be so operated that contents do not <br />spill or drip on to the streets or alleys or otherwise create a <br />nuisance. All equipment used for transporting garbage, recyclable <br />materials, and rubbish shall be subject to the approval of the <br />Public Works Director. <br />(B) Cleaning. All vehicles shall be kept in a clean and <br />sanitary condition. <br />(C) Maintenance. The vehicles shall be maintained in good <br />working order. They shall be equipped to meet all Federal, State, <br />County, and City regulations concerning vehicles used on public <br />roads and maintained to meet these standards. <br />(D) Safety Equipment. Each collection vehicle shall have a <br />flashing light warning system, fire extinguisher (CO2 type) and <br />proper backup alarms as approved by the City. <br />809.080. REVOCATION. Any license granted hereunder may be <br />revoked or suspended at any time for any failure to pay the license <br />fee or otherwise comply with the terms and conditions of this <br />Chapter. <br />809.090. COLLECTION REQUIRED. Every property owner or <br />occupant of a place of business, including mobile homes, town <br />houses, apartment buildings and condominiums, that accumulates <br />mixed municipal solid waste and recyclables, shall provide for <br />collection as defined in Minnesota Statutes, Section 115A.941 <br />regarding required collection. This collection shall be at the <br />person's own expense and shall be at least once a week or at such <br />other times as the City may determine necessary to protect the <br />health and safety of the residents of the City. If a property <br />owner fails to provide for lawful collection as required under this <br />Section, the City may, upon ten (10) days notice by certified mail, <br />provide or contract for collection services. The costs incurred <br />shall be certified to the County Auditor along with real estate <br />taxes as a special assessment. <br />809.100. DISPOSAL OF MISCELLANEOUS ITEMS. <br />(A) Yard Waste. It shall be unlawful for any person to <br />dispose of yard waste into the mixed municipal solid waste stream. <br />All yard waste to be picked up by a licensed hauler shall be placed <br />in separate bags or containers, and shall not contain mixed <br />municipal solid waste, recyclables or other materials. <br />(B) Household Hazardous Waste.
