MINUTES <br />City Council <br />March 4, 1987 <br />The Engineer stated that it was his opinion that the street was in <br />bad enough shape to warrant replacement. However, the road is <br />serviceable. But if the City starts patching the road, it will <br />not know where to stop. The Engineer also recommended that the <br />watermain be installed. <br />The Engineer further reported that his estimate for the road <br />includes concrete curb and gutter, and it would look ridiculous <br />to have curb and gutter on the lower portion of the road and <br />not the top half. <br />Fahey stated that he would prefer to leave the decision of whether <br />to replace the street to the property owners, unless it is a <br />matter of public safety. Fahey stated that if the street is <br />improved at all, it should be replaced and the job done right. <br />Fahey indicated that at the very least watermain should be put <br />in and some minimal patching done to the road. <br />Ryder asked if curb and gutter were necessary. <br />The City Engineer pointed out that this has been a requirement <br />of the City on all new streets, including parking lots. <br />Mr. Zilge, property owner in the area, stated that he was not in <br />favor of the road replacement at this time. Zilge pointed out <br />that the road is not used by the general public, and the property <br />owners in the area are satisfied with the road. <br />Fahey pointed out that if the customers of these business become <br />so dissatisfied with the access, they will take their business <br />elsewhere, and then the property owners will be in requesting <br />a new road. Fahey felt the more pressing issue of watermain should <br />be addressed. <br />Collova asked who would be assessed for the first section of <br />watermain, from Rice Street to the Railroad. <br />The Engineer replied that this assessment would be charged to the <br />property owners on Woodlyn. <br />Blesener pointed out that if watermain is installed in the green <br />area, an easement will be necessary from Fuel Economy. Watermain <br />would also have to he brought in from under the railroad tracks. <br />Blesener felt that this would be the most economical way to bring <br />water in. <br />The Engineer described the State's plans for the area and reported <br />that the watermain would be done in conjunction with the State's <br />project. <br />It was the concensus of the Council to order the watermain improvement <br />for Woodlyn Avenue at this time, and take no action on the road <br />improvement. <br />Page 6 <br />
