The City reaffirms the findings previously made pursuant to Minnesota Statutes, Section 469. 175, Subd. 3, with respected to the TIF Districts. In addition, the City makes the following findings as found in Exhibit A. Section 3. Public Purpose 3.01. The Programs and Plans conform in all respects to the requirements of the Act and will help fulfill a need to develop areas of the City which are already built up to provide employment opportunities, to improve the tax base, and to improve the general economy of the State and thereby serve a public purpose. Section 4. Approval of the Programs and Plans. 4.01. The Programs and Plans are hereby approved and adopted, and shall be placed on file in the office of the City Administrator. 4.02. The City staff of the City, the City's advisors and legal counsel are authorized and directed to proceed with the implementation of the Programs and Plans and to negotiate, draft, prepare and present to this Council for its consideration all further plans, resolutions, documents and contracts necessary for this purpose. 4.03. The City staff of the City, the City's advisors and legal counsel are authorized and directed to file a copy of the Programs and Plans with the Commissioner of Revenue and transmit a copy of the Programs and Plans with the Auditor of Ramsey County.
