Hanson <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Kathy Glanzer, Administrative Assistant <br />RE: Text Amendment Relating to Pawn Shop Redemption Period <br />As you know, the City's Pawn Shop Ordinance requires a 4 month <br />redemption period for pawned goods. Also, the City's annual <br />license fee for a Pawnbroker is $1,500 plus a $300 investigation <br />fee. <br />Lincoln Pawn and Jewelry has made application for a text <br />amendment which would decrease the redemption period from 4 <br />months to 30 days. Based on that application, I did a survey of <br />some of the cities licensing pawnbrokers to determine the length <br />of their redemption periods, and I also asked for license fee <br />information. Here are the results of that survey: <br />Redemption Period License Fee <br />St. Paul 90 days <br />Roseville <br />Maplewood <br />Blaine <br />$2,500 <br />30 days $10,000 Pawnbroker <br />$10,000 Precious Metals <br />$13,000 Both <br />Roseville has one pawn shop. <br />90 days $204 <br />$1,000 <br />$2,000 <br />30 days $12,000 <br />Blaine has one pawn shop. <br />West St. Paul 30 days <br />$830 <br />Bond for Second - <br />Hand Dealers <br />Bond for Pawn <br />Brokers <br />With reference to the City's license fee, I checked with the <br />Sheriff's Department, the Investigator assigned to Lincoln Pawn <br />estimates that he averages 20 hours per month to that business. <br />We have asked Lt.
