MINUTES CITY COUNCIL February 27, 1991 Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 91 -2 -82 - AUTHORIZING A CLOSED SESSION V FOLLOWING THE COUNCIL MEETING TO DISCUSS A PENDING HUMAN RIGHTS CLAIM VOUCHERS The foregoing resolution was duly seconded by LaValle. Ayes (4) Blesener, LaValle, Scalze, Collova. Nays (0). Resolution declared adopted. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 91 -2 -83 - APPROVING THE VOUCHERS The foregoing resolution was duly seconded by Collova. Ayes (4) LaValle, Collova, Scalze, Blesener. _Nays (0). Resolution declared adopted. GAMBLING The City Attorney reported that he has checked with the Attorney General's office relative to discussion of gambling legislation that the Council had at their February 13th meeting. As a result of his discussion with the Attorney General, the City Attorney believed there was no need to change the Gambling Ordinance adopted by the City, and there should be no problem maintaining current City policy in its treatment of one -time event gambling applications. .LEGISLATION PAWN SHOPS The City Attorney reported that at the request of the Council he has done some research of pawn broker ordinances and redemption periods required under those ordinances. The Attorney reported on one city that had a problem with a five -month redemption period as provided by their ordinance, but indicated that other most other cities with such an ordinance have been requiring four -month redemption periods. Therefore, it appears that the four -month redemption periods would be enforceable. The Council discussed this issue and it was the consensus that the City Attorney should proceed to draw up an ordinance requiring the licensing of pawn shops within the City and that the license would carry the condition of a 4 -month holding period for merchandise.
