NOTES FROM KELLER /ARCADE /LAKESIDE COURT WATER MAIN <br />NEIGHBORHOOD MEETING <br />November 28, 1994 <br />Little Canada City Hall - 7:00 p.m. <br />The purpose of this meeting was to discuss the possible <br />installation of water main along Keller Parkway from Edgerton to <br />Arcade, from Arcade between Keller Parkway and LaBore Road, and <br />on Lakeside Court off of Keller Parkway. Those present <br />representing the City of Little Canada were Jerry Bourdon, City <br />Engineer; Paul Heuer, Assistant Engineer; Harlan Olson, Job Site <br />Inspector; Dave Harris, Public Works Superintendent; and Joel <br />Hanson, City Administrator. <br />The City Administrator commenced the meeting by explaining that <br />it appears Keller Parkway will have its road surface <br />rehabilitated during the summer of 1995. Therefore, the City <br />felt it wise to evaluate the potential of installing water main <br />prior to that project in order to minimize street restoration <br />costs. Given Lakeside Court's proximity to Keller Parkway, these <br />residents were included in this project to get their input. <br />Arcade Street was also included because that portion of the <br />project provides a loop between Keller Parkway and LaBore Road. <br />The City Administrator also explained the City's new water main <br />assessment policy. He discussed the assessment is estimated at <br />approximately $4,600 per buildable lot. The development deferral <br />policy as well as a senior citizen deferral were also discussed. <br />Estimates of assessment impact on an annual basis were reviewed <br />for a 10 and 15 year period based on a $4,600 assessment. <br />The City Administrator also stated that Lakeside Court would not <br />be recommended by staff at this time given the good condition of <br />the street surface. However, if the people wanted the <br />installation of water main to occur, the Council would consider <br />it. He further indicated that Arcade would not be recommended by <br />staff at this time given that roadway is tentatively scheduled <br />for reconstruction in 1997. It would therefore make more sense <br />to do that project in conjunction with the roadway reconstruction <br />to avoid restoration costs. <br />Jerry Bourdon reviewed the proposed project. (A copy of his <br />project summary sheet is attached.) He emphasized that there is <br />approximately $100,000 savings by doing the water main in <br />conjunction with the County's road project. He reviewed that an <br />8" water main would be installed along Keller Parkway. <br />Dean Hedlund indicated that he did not feel a $4,600 assessment <br />for water main was a good deal. He felt the cost of drilling a <br />well and on -going maintenance would be less in the long run than <br />the cost for City water. He emphasized to people that there <br />would be additional costs in addition to the assessment including <br />Page 28 <br />
