MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 9, 1995 <br />concept, Bill Sanders, the park consultant, felt that <br />trading the property owners some of the adjacent park <br />property for the trail connection would provide for a <br />better plat lay -out, as well as allow the City to take <br />a cash park dedication at the time building permits are <br />taken out for the 8 single - family lots. The City has a <br />triangular piece of park land adjacent to the Denery <br />property which is felt to not be useful to the park <br />system. Trading this piece to the developer for the <br />powerline property would allow the developer to put in <br />a shorter cul -de -sac with a better lay -out. <br />Keis asked if the lot sizes and cul -de -sac would meet <br />City Code requirements. <br />The Planner replied that the Commission has a concept <br />plan before it this evening. If a concept can be <br />agreed to, the Denery's would sell the property to a <br />developer who would then present the City with a <br />preliminary plat which would provide more definitive <br />lot lay -out, etc. <br />Knudsen asked about the affect of the road connection <br />on the two existing houses located on County Road D <br />which would abut the road. Knudsen also pointed out <br />that there is a large stand of trees in this area. <br />The City Planner replied that the trees run down the <br />ditch at an angle. The Planner also reported that the <br />City has to determine whether it could trade the park <br />land to the developer, or if there are restrictions on <br />this property limiting it to park usage. The Planner <br />felt that the lay -out proposed by Bill Sanders was <br />superior to the one presented by the Denery family. <br />The Planner asked the Commission to comment on both <br />lay -outs. <br />Keis asked about the 48.5 foot access to County Road D. <br />The Planner reported that a variance would be needed <br />since the City's minimum road right -of -way is 50 feet. <br />However, the Planner felt the variance was a minor one <br />and pointed out that the property owner has no <br />additional property to provide for a 50 foot width. <br />Keis asked if the property owners in the area have been <br />informed of the proposal. <br />2 <br />Page 15 <br />
