206. HUMAN RIGHTS COMMISSION <br />206.010. ESTABLISHMENT OF COMMISSION. There is hereby <br />established the Human Rights Commission of Little Canada. <br />206.020. PURPOSE. The function of this Commission shall <br />be to provide cooperation, assistance and advice to the Council of <br />the City and to the Minnesota Commissioner of Human Rights, in <br />order to effectuate within Little Canada the purposes and goals set <br />forth in Minnesota Statutes, Chapter 363, known as "Minnesota State <br />Act Against Discrimination ". The work of the Commission shall <br />encompass all matters and items set forth in the said State Act. <br />To the extent that the Commission finds problems, conditions or <br />situations within Little Canada that do in fact promote <br />discrimination, or interfere with the removal of <br />causes which invite or foster discrimination, the Commission shall <br />make recommendations to the Council for long range programs to <br />improve community relations within the City. <br />206.030. APPOINTMENT PROCEDURE. The Commission shall <br />consist of nine (9) members to be approved by the Mayor subject to <br />consent and approval by a majority of the Council. Members <br />appointed to this Commission shall be persons qualified to <br />efficiently discharge the Commission's powers and duties. The term <br />of office for each member of the Commission shall be for three (3) <br />years, except that the initial appointment shall be as follows: <br />three (3) members for one (1) year; three (3) members for two (2) <br />years; and three (3) members for three (3) years. No member of <br />this Commission shall receive any compensation and any member may <br />be removed by the Mayor for cause. <br />206.040. DUTIES AND RESPONSIBILITIES. The Commission may <br />adopt rules and by -laws for conducting its affairs and may provide <br />for officers and committees. It shall also have authority to <br />cooperate with the State Department of Human Rights relating to <br />matters of regulation and enforcement procedures. <br />206.050. HUMAN RELATIONS PROGRAM. The Commission may <br />formulate a human relations program for Little Canada as the need <br />therefor is determined and recommended by said Commission to the <br />City Council and may solicit the cooperation of other agencies and <br />individuals within the City. <br />206.060. ADVISORY CAPACITY. To the extent that the <br />operation of the various municipal departments, agencies and <br />offices develop or reveal internal problems involving human <br />relations or civil rights, the Commission shall act in an advisory <br />capacity to eliminate or solve such problems. <br />206.070. COOPERATION WITH STATE. The Commission shall <br />cooperate with the State Department in developing, promoting and <br />disseminating programs of education for civil rights and human <br />relations. <br />(Source: Ord. 66) <br />Page 26 <br />Page 54 <br />
