This property owner stated that thousands of other people <br />feel the paved shoulders are a good idea. <br />A resident pointed out that the survey addressed a walking path, <br />and that paved shoulders were not a walking path. <br />Another resident pointed out that no other options have been <br />presented. <br />Karolyn Kingsbury stated that if the City is inviting people to <br />walk around the lake, parking issues must be considered. <br />One property owner was not in favor of being assessed for the <br />shoulder given the amount of other people who would be using it. <br />Jean Goeritz asked who will be making the final decision on this <br />issue. Goeritz suggested that a survey of the residents be done, <br />giving them an opportunity to vote on various options. <br />The Administrator replied that such surveys have been done in the <br />past. The Administrator also pointed out that the City Council <br />will have to make the final decision on the matter. <br />The Administrator thanked the County for their presentation, <br />pointing out that the County does not typically put together plans <br />of this nature on a maintenance project. The Administrator also <br />thanked the County Commissioners, Sheriff's Department, and general <br />public for their input. <br />There being no further business, the meeting was adjourned at 9:10 <br />P.M. <br />Staff Recommendations: <br />1. Authorize staff to evaluate basic feasibility and implications <br />of separated path. <br />2. Authorize staff to conduct analysis of one -way street option <br />considering factors such as design criteria, turn -back issues, <br />financial implications, and sentiment of those most affected. <br />3. To determine sentiment of those most affected by one -way street <br />option, conduct a mailed survey of Keller Parkway residents as <br />well as those people whose primary means of travel to or from <br />their residence is via Keller Parkway, i.e. Lakeside Court, <br />Kohlman Lane, Beam Avenue, etc. <br />4. Include a question in the survey about intent in placement of a <br />stop sign at Lakeside Court and Keller Parkway. <br />15 <br />Page 70 <br />
