INTRODUCTION <br />Purpose <br />It is the purpose of this personnel policy to establish uniform <br />and equitable procedures which will permit the personnel program <br />of the City of Little Canada to operate in an efficient fashion. <br />Any term and /or condition of employment not specifically <br />established in the personnel policy shall remain solely within <br />the discretion of the City to modify, establish, or eliminate. <br />The City retains the full and unrestricted right to operate and <br />manage all manpower, facilities, and equipment; to establish <br />functions and programs; to set and amend budgets; to determine <br />the utilization of technology; to establish and modify the <br />organizational structure; to select, direct and determine the <br />number of personnel; to establish work schedules, and to perform <br />any inherent managerial function not specifically referred to in <br />this policy. <br />No provision of this policy is intended to violate, supersede or <br />conflict with any applicable Federal law or regulation, State <br />statute or local ordinance. In the event of conflict or <br />violation of any such regulation, the offending provision of this <br />chapter will be void, but all remaining provisions will remain in <br />effect. <br />No person shall be employed, promoted, demoted, or discharged by <br />the City in any way favored or discriminated against because of <br />political opinions or affiliations, race color, national origin, <br />religion, sex, marital status, status with regard to public <br />assistance or disability, or because of the exercise of rights <br />under provisions of the Public Employment Labor Relations Act, <br />Minn. Stat. 179A.01 to 179A.25.
