209. PERSONNEL ORDINANCE <br />209.010. DEFINITIONS. As used in this Chapter, the following terms <br />shall have the respective means ascribed to them: <br />REGULAR EMPLOYEE: An employee who has satisfactorily completed the <br />initial probationary period and who has been appointed to serve on a <br />regular full time basis. <br />PERMANENT PART TIME EMPLOYEE: An employee who has successfully <br />completed the required probationary period and is employed on a schedule <br />of less than forty (40) hours per week. <br />TEMPORARY EMPLOYEE: An employee who does not serve a probationary <br />period, and shall include any person who is engaged in temporary, part <br />time, seasonal, or student employment, and who is compensated on an hourly <br />or monthly basis. <br />WORK PERIOD: A seven (7) day period of time beginning on Monday and <br />terminating on Sunday, during which a regular employee is normally <br />scheduled to work forty (40) hours. <br />EMPLOYEE: Any employee of the City subject to the terms of this <br />ordinance unless the context in which the word appears requires a <br />different meaning. <br />209.020. PURPOSE OF CHAPTER. It shall be the purpose of the <br />ordinance to establish a uniform and equitable system of municipal <br />personnel administration for the City, to be applicable to all employees <br />of the City, except where the City shall otherwise hereafter provide, or <br />unless modified by a separate agreement. <br />209.030. EXEMPT POSITIONS. All offices and positions in the City <br />government, now existing or hereafter created, shall be subject to the <br />policies and procedures of this Chapter, except the following: <br />(A) All elected officials and members or appointees of boards, <br />commissions, or outside agencies. <br />(B) Consultants rendering professional services. <br />209.040. GENERAL CONDITIONS. It is hereby declared personnel <br />policy of the City that: <br />(A) Employment in the City organization shall be based on merit <br />and fitness, free of personal considerations. <br />(B) Just and equitable incentives and conditions of employment <br />shall be established and maintained to promote efficiency and economy in <br />the operation of the City government. <br />(C) Tenure of employees covered by this ordinance shall be based <br />on the satisfactory performance of work and the availability of funds. <br />Page 23 <br />PAGE 59 <br />
