MINUTES <br />CITY COUNCIL <br />JANUARY 6, 2014 <br />there is a small chance that the City's bond rating will improve, and he did <br />not anticipate a decline in the bond rating. <br />Blesener noted that the bonds that the City is proposing to sell cannot be <br />defaulted on. He asked how the City of Vadnais Heights was able to <br />default on their sports center bonds. Ruff indicated that the City is <br />proposing to sell G.O. Capital Improvement Plan Bonds which cannot be <br />defaulted on. Vadnais Heights sold Annual Appropriation Bonds which <br />allowed for a default. <br />Ruff asked the Council if they had any questions or concerns about the <br />upcoming bond sale at this time. The Council did not. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -1 -7 — PROVIDING FOR THE SALE OF <br />$2,570,000 GENERAL OBLIGATION CAPITAL IMPROVEMENT <br />PLAN BONDS, SERIES 2014A, AT THE FEBRUARY 12, 2014 <br />COUNCIL MEETING <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator pointed out that this matter is still subject to a <br />petition for a reverse referendum. The 30 -day period for submission of <br />such a petition commenced on December 18, 2013. <br />NORTH Blesener reported that Cor Wilson, Executive Director, of the North <br />SUBURBAN Suburban Cable Commission, has requested that her presentation be <br />CABLE tabled until the January 22, 2014 <br />COMMISSION <br />REPORT <br />2014 McGraw introduced the following resolution and moved its adoption: <br />APPOINT- <br />MENTS RESOLUTION NO. 2014 -1 -8 — APPROVING THE FOLLOWING <br />APPOINTMENTS FOR THE CITY OF LITTLE CANADA FOR 2014: <br />o RICK MONTOUR AS ACTING MAYOR; <br />o BILL BLESENER AS RAMSEY COUNTY LEAGUE OF <br />LOCAL GOVERNMENTS BOARD MEMBER AND <br />MIKE MCGRAW AS ALTERNATE; <br />5 <br />
