£L RING ASSO(I-ATtS <br />Memo <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: February 7, 2014 <br />RE: Schletty Drive Improvements <br />Those of you present at the public hearing for Schletty Drive are aware that there was <br />some confusion and questions as to the watermain requirement of the improvement and <br />assessments for those improvements. While there appeared to be consensus among <br />the residents present that a street improvement was warranted a majority that expressed <br />their thoughts at the meeting were not in favor of the watermain installation, likely due to <br />the presented assessable cost. The need for watermain on this street is a unique factor <br />given that there are only two streets within the City without watermain, this is the only <br />street without watermain that is already an urban section, and the fact that some <br />adjacent residents are already served. The latter two of these factors increase the <br />estimated project costs and the associated assessment cost to those that are not <br />already served with water. While the public hearing ended with the City Council voting <br />to not move forward with the improvement, we feel there were sufficient questions on the <br />improvement, the costs, and the assessments that some additional investigation and <br />correspondence to residents and the Council was warranted. <br />au HMI <br />Street Condition and Proposed Improvement <br />Due to the pavement and subgrade deterioration a replacement of the full street section <br />is the most cost effective means of improving the street. That coupled with the need for <br />watermain results in the need for a full reconstruction. There were discussions of only <br />bituminous and gravel replacement inside the curb; however the installation of the <br />watermain would necessitate significant curb removal and we are recommending full <br />curb and gutter replacement. While it is estimated that the full curb replacement could <br />add an additional cost of $6,000 to $8,000 dollars we feel it provides for a more cost <br />effective and better overall project for the following reasons: <br />• Spot curb removal and hand replacement costs more per foot than full removal <br />and machine replacement, so you get less lineal feet of curb done for the same <br />cost. <br />• Some areas of curb will need to be removed due to damage or poor drainage in <br />addition to that required for watermain installation. <br />• Removal of all curb will allow us to narrow the street to a 28 -foot section with <br />barrier curb reducing the storm water treatment required by the Watershed and <br />would benefit the steep driveway grades on the north side of the street. <br />• Replacement of all curb will ensure a smooth and consistent curb and gutter line <br />throughout the entire project length. <br />10062 Flanders Court NE - Blaine, MN 55449 - (763) 700 -0450 fax (763) 700.0452 <br />Z :PROJ \120172E - 2014 Street & Utility Improvements10030 \Memo- 020714 -CC (Schletty Improvement Oireclion).doc <br />
