costs account for the removal and replacement of the street section between the <br />curb along with 20% curb removal and replacement. Under the City's <br />assessment policy 50% of the project costs for the rehabilitation would be <br />assessed. This would result in approximately $120,000.00 of assessable street <br />costs or an assessable per foot cost of $52.22. The watermain assessment <br />shown is the same as that in Scenario 2. The street would still require a full <br />reconstruction and so the difference between the assessments for a rehabilitation <br />and reconstruction would be the responsibility of the City. <br />Due to the unique conditions surrounding Schletty Drive it is staffs opinion that the <br />standard assessment rates may not provide for equitable assessments to the affected <br />property owners relative to other projects. Scenario 3 attempts to equalize the <br />assessments by accounting for all developable properties that could have been served <br />by this watermain and accounting for the fact that the need for the watermain installation <br />increases the improvement costs of the street work. As with all project assessments, if <br />the project is delayed, we would recommend that the assessment amounts be increased <br />with the same inflationary factor as City Council approves for the standard assessment <br />rate adjustments. <br />Summary and Input <br />This memo attempts to summarize the recommended improvements proposed for <br />Schletty Drive, the rational for those improvements, and a possible method of <br />assessment developed by City Staff.
