In addition, this design requires property from currently unwilling property owners. Regardless <br />of its location, school busses would not be able to use the street, and this cul -de -sac option <br />requires variances to both cul -de -sac size and length. Although neighborhood property owners <br />have suggested that the cul -de -sac design would lessen traffic on the two streets, there is no <br />traffic planning reason why this might be so. The only traffic which will utilize these streets <br />would continue to be neighbors, guests, service vehicles, or Lost travelers. Neither the through <br />street design nor the cul -de -sac design would impact traffic levels since there is no other <br />opportunity for outside traffic to enter the neighborhood. <br />In order to better address the functional problems raised by the small cul -de -sac (service trucks <br />and busses), the cul -de -sac radius would have to be enlarged to as much as a 45 foot paved <br />radius. This would dramatically increase the cul -de -sac's impact on otherwise unaffected <br />property owners. <br />RECOMMENDATION <br />Because the Tima lots meet the Zoning Ordinance requirements for width and area, we <br />recommend approval of the subdivision request. And because it accomplishes the greatest <br />number of objectives for this street improvement, we would recommend approval of the ten foot <br />variance from the Subdivision Ordinance standards for street right -of -way to proceed with the <br />seven foot dedication and improvement of Jackson Street. <br />It is acknowledged that this design results in lots which are perhaps less desirable than that of <br />the cul -de -sac design. However, we believe that the Greger property should not have to bear <br />the burden of this project. The Magnusons' situation is not of their own making, and they do <br />not have any potential subdivision interest The Magnuson parcel is already the most unfairly <br />burdened by the current inadequate design.
