criteria. Jerry Bourdon explained that cul -de -sac right -of -ways <br />are typically 60' with a paved radius of 45'. This provides for <br />15' easements around the outside of the cul -de -sac to accommodate <br />utilities and snow storage. <br />Steve Morelan indicated that a 30' paved radius seems to work <br />well on Bluwood, but not as well on Australian due to the need <br />for additional right -of -way. He indicated his concern about the <br />potential to split his lot in the future and that he is opposed <br />to a connecting street. <br />Mark Lendway asked if constructing a cul -de -sac now and then <br />reconstructing a road in the future would lead to additional <br />costs. Jerry Bourdon stated that there would be some additional <br />costs to match the sections, but they should not be excessive. <br />The street connection option was discussed further. It was <br />explained that additional right -of -way is needed and that will <br />impact the Tina and /or Morelan properties. It was also stated <br />that the connection would provide convenient circulation of <br />traffic for the neighborhood in that a turn - around would be <br />avoided. Lastly, it was stated that this option may be more cost <br />advantageous for the neighborhood and the City depending on bid <br />prices. <br />The question was then raised regarding the neighborhood path and <br />what would happen with the petition. The City Administrator <br />pointed out that the City had received two petitions -- one in <br />favor and one against the connecting path from Australian out to <br />Old Co. Rd. C. He indicated that the Council had not yet acted <br />upon the petitions. He indicated that the direction on how the <br />petitions would be handled was unclear. A future meeting with <br />the neighborhood may be possible. <br />Another resident asked if the connecting street was constructed, <br />would the existing buildings meet current setback requirements. <br />Angela Popenhagen indicated that in her review, it appeared that <br />they would meet setback requirements, but it is close in some <br />situations. <br />Jim Greger asked if alternative designs were possible for either <br />the cul -de -sac or road improvement options. Angela Popenhagen <br />then reviewed some of the design alternatives that have been <br />sketched out. (Copies are attached to these notes.) <br />Doug McMillan asked if a variance for lot size requirements could <br />be granted if the additional right -of -way negatively impacted <br />future subdivisions. The City Administrator stated that may be a <br />possibility, but it is a policy decision of the Council. <br />Berniece Magnuson stated that she favors the connecting street. <br />She feels it makes more sense economically and minimizes impact <br />-3- <br />Page 54 <br />
