Fahey <br />COUNCIL <br />Beverly Stake <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R Hanson <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: April 21, 1995 <br />RE: Resolution for Road Turn -backs - The Continuation of the <br />Functional Consolidation Process <br />The attached letter from Paul Kirkwald, Director of Ramsey County <br />Public Works, is enclosed for your review. Also enclosed is a <br />resolution which will be used to consummate the turn -back of the <br />two pieces of roadway in question. <br />From Little Canada's standpoint, we are dealing with the sections <br />of road lying south of Co. Rd. C and north of Highway 36 which <br />constitute a shared boundary with the City of Maplewood. Based <br />on County roadway designations, this consists of .22 miles of <br />Keller Parkway between Arcade and Co. Rd. C and .15 miles of <br />Arcade Street south of Keller Parkway and north of Highway 36. <br />The map attached attempts to indicate this situation. You will <br />also note that there is a significant bow in the roadway which <br />will be entirely the responsibility of the City of Maplewood. <br />It should also be noted that for that portion existing entirely <br />within the City of Maplewood, a bridge exists which will become <br />Maplewood's responsibility. Due to the fact that this bridge <br />does not qualify for federal or state funding, any future repairs <br />would be a financial burden to the City of Maplewood. <br />Apparently, major work will be needed on this bridge in the <br />foreseeable future. Therefore, Maplewood is considering <br />eliminating this bridge and only providing for pedestrian /bicycle <br />crossings. This would create two dead end street sections at the <br />channel area and will impact some of the area residents. I <br />understand that Maplewood will be discussing this matter at their <br />meeting of April 24, 1995. <br />The Council may want to table action on this item pending the <br />receipt of Maplewood's position on the bridge matter. With the <br />exception of that issue, staff would recommend the adoption of <br />this resolution to continue with the functional consolidation <br />plan as proposed. <br />JRH:kpv <br />Page 69 <br />
