APR 26 '95 13:53 <br />April 26, 1995 <br />Mr. Dale Kingsbury <br />711 Keller Parkway <br />Little Canada, MN 55117 <br />Dear Mr. Kingsbury: <br />P.2 <br />1 am writing in response to a petition you sent, which requests that Ramsey County <br />prepare an Environmental Assessment Worksheet (EAW) for the city /county proposed <br />project on Keller Parkway. <br />As you are well aware, Keller Parkway is a roadway under Ramsey County jurisdiction in <br />need of repair. We have worked with the city of Little Canada to develop an <br />improvement that can be accomplished within existing funding limitations, that meets the <br />needs of the residents of the County, and that addresses the concerns of those who live <br />along Keller Parkway. <br />Developing a proposal that meets all of these elements is very difficult and, at times, each <br />of us may feel we have sacrificed too much to allow it to proceed - -1 know some people <br />feel this way about the Keller Parkway project. 1 do believe, however, that public <br />deliberations held with the city /county and their residents has resulted in an improvement <br />that does meet the minimum needs of everyone impacted by the project, with no <br />particular group having a perceived "win" over another. <br />Preparation of an EAW for projects of this kind is not required by Minnesota Rules <br />4410.4300. In fact, the rules exempt roadway projects that include modernizing an <br />existing roadway or bridge by resurfacing, restoration, or rehabilitation which may <br />involve acquiring minimal amounts of right of way. This project is clearly a resurfacing <br />project as determined by the rules, and it does not add travel lanes as defined by the rules. <br />Therefore, it does not have any of the criteria that warrants an EAW. <br />Your petition requests an EAW for the following reasons: <br />1.
