Joachim <br />State Building Official <br />Our mission: <br />To improve the quality <br />and productivity <br />of Minnesota <br />government. <br />SUBJECT: ADOPTION OF 1995 MINNESOTA STATE BUILDING CODE <br />As a reminder, the 1995 Minnesota State Building Code, revised Chapters 1300, <br />1302, 1305, 1306, 1307, and 1365, takes effect on March 20, 1995. To assist you <br />in adopting the new code we have enclosed a sample adoptive ordinance. In <br />addition, below we have highlighted some of the more significant changes in the <br />new code. <br />• Plan review fees -- MN Rule 1305.0107 now permits local government <br />to charge less than 65% of the permit fee when related to dwellings, <br />apartments, and their accessory structures. <br />• Snow loads -- MN Rule chapter 1365 now regulates all snow loadings. <br />• Optional fire suppression -- MN Rule chapter 1306 now includes these <br />provisions (previously amended UBC appendix 38). <br />• Restrooms in public accommodations -- MN Rule 1300.3900 requires <br />a minimum specific men to women watercloset ratio in some assembly <br />uses. This is generally satisfied by UBC Table A -29 -A. <br />• Recycling space -- MN Rule 1300.4700 now includes detailed space <br />requirements for the collection of recyclable materials. <br />• Special egress devices in E -I occupancies -- MN Rule 1300.4900. <br />• Conventional foundation construction -- MN Rule 1300.6100 is a new <br />option in the code that governs the construction of residential <br />basement walls. <br />• Required Plumbing fixtures -- UBC Appendix 29 replaces old Table 5- <br />E in determining minimum required plumbing fixtures. <br />• Sprinkler systems in R -1 occupancies -- UBC 904.1.2 permits the <br />omission of sprinkler heads in certain areas including attics. <br />• Smoke detectors -- UBC 310.9 now requires smoke detectors to be <br />installed in each sleeping room. In addition, "repairs to the exterior <br />surfaces of a Group R occupancy are exempt from ..."
