I have reviewed the Site Plan dated January 3, 1995 (with a Utility Plan dated February 28, 1995) and <br />visited the site for the above referenced project and offer the following comments: <br />UJTILITIES <br />The owner proposes to connect to existing City sanitary sewer and water main along the southern ditch <br />of County Road D. The proposed individual services are shown to be four (4) inch sewer and one (1) <br />inch water. <br />Our records show a number of existing four (4) inch sewer and six (6) inch water service stubs to the <br />property line off County Road D. The owner or his engineer should make an effort to utilize these <br />existing stubs. I suggest that he meet with the City Public Works Director and City Engineer to <br />develop an acceptable utility plan. One issue which must be considered and resolved is whether or not <br />any utilities within this development should be publicly owned and maintained. <br />Regarding the existing north/south 20 foot drainage and utility easement, it may be necessary to keep <br />it In place, depending on the outcome of utility ownership and location. <br />In general, we feel that a workablg utility layout can be accomplished for this development and therefor <br />find that final plat approval is acceptable from an engineering standpoint. <br />STREETS AND DRAINAGE <br />The City has very little interest in streets and drainage in this case since the adjacent streets affected <br />are County -owned and the adjacent pond affected is privately owned. However, the owner must submit <br />infonnation showing that the receiving pond was designed to handle this runoff. If it was not designed <br />as such, the developer will need to re- evaluate the storm drainage system. <br />All storm sewer facilities will be privately owned and maintained <br />The owner of this development should submit their proposed grading plan to the Ramsey - Washington <br />Metro Watershed District for approval. <br />cc: Joel Hanson <br />Dave Harris <br />Page 1 <br />E0'd 'OSSV B 00211S3N09 <br />T T£T 929 ET9 175:60 966T-TE -20 <br />
