MINUTES <br />PLANNING COMMISSION <br />MAY 11, 1995 <br />a high -grade appearance was acceptable, and would be <br />consistent with surrounding uses. <br />Keis stated that there must be zoning districts along <br />Rice Street. <br />Garske felt the focus should be appearance, not usage. <br />Keis stated that he did not want to see one zoning <br />district for the properties along Rice Street. <br />Schletty stated that the City is looking for an image - <br />type product on Rice Street. Schletty agreed that the <br />development along Rice Street should not be limited to <br />just regional commercial, and pointed out previous <br />discussion about review of development proposals on a <br />case -by -case basis. <br />Garske did not believe auto - related commercial should <br />be ruled out for the site north of Hardee's. <br />Knudsen agreed since that is how this particular area <br />of Rice Street has developed, and because of the buffer <br />zone the school property provides to the remainder of <br />Rice Street. <br />Garske recommended that the vacant parcel north of <br />Hardee's be designated as auto - related commercial if <br />that is the use that presents itself with an <br />understanding as to the type of image that would <br />qualify and would be consistent with what is already <br />there. <br />Motion seconded by Knudsen. <br />Motion carried 6 - 0. <br />Keis felt that Rice Street could be addressed in two <br />ways. The City could require high - quality development <br />with a lot of openness about what comes in, or a vision <br />of what Rice Street should look like with the <br />understanding that the vision will not become reality <br />right away. <br />The City Planner felt that a combination of those two <br />was preferable. The Planner pointed out that different <br />land uses affect how an area develops. Auto - related <br />commercial uses would focus on visibility from Rice <br />Page 82 <br />
