MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2014 <br />Indoor Auto Sales. He noted that the City recently amended the Code <br />relative to Indoor Auto Sales to put in place clear distinctions between this <br />business use and other licenses that a business owner may hold such as <br />Auto Repair Licenses. The Planner noted that the Outdoor Auto Sales use <br />in the City is not the typical large auto dealership. These licenses are also <br />typically held in conjunction with other licenses, and one of the key <br />problems for City staff is keeping a handle on the issue of outdoor storage. <br />The Planner pointed out that while the City does limit the number of <br />Outdoor Auto Sales Licenses, there is no limit on the number of Indoor <br />Auto Sales Licenses. <br />Duray indicated that the property owners in Ryan Industrial park have told <br />the City of their difficulties in renting out their properties. Duray felt that <br />a decrease in the number of Outdoor Auto Sales Licenses would make it <br />more difficult for these property owners to find tenants. <br />Schwalbach asked if the City had a long -range plan to eliminate the <br />Outdoor Auto Sales use completely. The Planner stated that he was not <br />aware of such a plan. He indicated that given there is one Outdoor Auto <br />Sales License available, the thought was to decrease the maximum number <br />of these licenses to three, which is the number that are currently active. <br />Maleitzke asked if the City was required to have a certain number of these <br />licenses available or even required to have this use at all. The Planner <br />indicated that there was no such requirement. <br />Fischer felt there was a delicate balance with what is an appropriate <br />number of Outdoor Retail Vehicle Sales Licenses and how much City <br />resources should be directed at this use. <br />Fischer recommended adoption of the Amendment to the Zoning Code <br />decreasing the maximum number of Outdoor Retail Auto Sales Licenses <br />from four to three as well as clarifying that Outdoor Retail Auto Sales <br />Licenses are allowed by Conditional Use Permit in the B -2, B -4, and I -1 <br />Zoning Districts as outlined by the City Planner in his February 7, 2014 <br />report. <br />Motion seconded by Murphy. <br />Motion carried 6 — 1. Duray voted against. <br />Duray indicated that he voted against as he felt a reduction in the number <br />of licenses would make it more difficult for property owners to rent out <br />their buildings. <br />- 10 - <br />5 <br />
