Comment: If rezoned to an 1 -1 District parcel, the parcel will be required to <br />adhere to conditional use criteria for outdoor storage in the 1 -1 District, as <br />provided in Section 914.040.G. of the Zoning Ordinance. Generally 1 -1 District <br />criteria for outdoor storage align with I -P District standards as pertains to <br />landscaping and screening, parking, surfacing, and lighting. However, the 1 -1 <br />District provides specific standards with regards to storage container size and <br />configuration, while providing more flexibility in regards to location and overall <br />extent of outdoor storage areas. It is difficult to ascertain whether the subject <br />property can meet these land use standards, as a site plan has not been <br />provided for review, although it may assumed that some improvements would be <br />necessary to meet each of the 1 -1 requirements. <br />4) The applicant shall demonstrate by clear and convincing evidence that the proposed <br />use will not tend to or actually depreciate the aggregate property values in the area in <br />which the amendment or conditional use is proposed. <br />Comment: There continued use of portions of the property for outdoor storage is <br />not anticipated to depreciate property values in the industrial area, presuming the <br />storage area would meet the requirements of Little Canada's ordinance <br />requirements. Surrounding properties host similar accessory uses. <br />5) The applicant shall demonstrate by clear and convincing evidence that the proposed <br />use can be accommodated with existing public services and will not overburden the <br />City's service capacity. <br />Comment: Rezoning the subject parcel to 1 -1 District should not increase the <br />requirement for public services to the property. <br />6) The applicant shall demonstrate by clear and convincing evidence that the development <br />of the conditional use shall reflect the architectural character of the conforming buildings <br />in the surrounding area in regard to the following: <br />a. Proportion, scale and roof line; <br />b. Architectural style; and <br />c. Exterior finish materials. <br />Comment: If the subject parcel is rezoned as 1 -1 District, any new structures on the <br />property would be held to standards currently applied to architecture on abutting 1 -1 <br />parcels to the east, west, and north. The site would no longer need to adhere to site <br />and architectural standards applied to I -P District parcels to the south. <br />4 <br />
