RECOMMENDATION <br />Planning staff does not recommend approval, given the City's policy in seeking higher levels of <br />industrial development standards, and general restrictions on outdoor storage. If approval of <br />the storage area is found to be appropriate for this particular parcel, rezoning is more easily <br />supported by findings that meet the standards of the City's land use regulations. As such, the <br />City would deny the variance and approve the rezoning request, with the following findings and <br />conditions: <br />a. The applicant has not demonstrated that practical difficulties exist in complying <br />with the literal terms of this Ordinance. Financial considerations are central to <br />the applicants request for a variance from outdoor storage requirements. <br />b. The subject property was zoned I -P District by the City in order to carefully <br />regulate site and building design on the parcel, with the intent of reducing the <br />impact of the site on surrounding non - industrial land uses. However, the location <br />of the subject property is such that rezoning the parcel to the 1 -1 District will have <br />minimum impact on non - industrial land uses and will be in character with <br />surrounding 1 -1 District land uses. <br />c. The applicant shall be allowed outdoor storage on his property at levels provided <br />for in the 1 -1 District Ordinance, and shall be required to meet the criteria for a <br />conditional use permit and license for outdoor storage in the 1 -1 District. The City <br />may provide additional conditions for mitigating any impacts from the 1 -1 District <br />use at the time of CUP and license approval. <br />7 <br />
