MINUTES <br />PLANNING COMMISSION <br />MARCH 13, 2014 <br />businesses in the area abuse their outdoor storage and that the City is <br />trying to clamp down on these businesses. Stockness indicated that he <br />never intended to exceed his allowed outdoor storage or to deceive the <br />City. The amount of outdoor storage on his property just seemed to creep <br />up. Stockness reported that he has been busy running his business and had <br />forgotten about the different outdoor storage standards between the I -P <br />and I -1 Zoning Districts. Stockness noted that the report he submitted <br />explains his intentions and why he feels the additional outdoor storage <br />should be allowed at 3065 Spruce Street. Stockness stated that he had no <br />preference whether the property was Rezoned or a Variance granted in <br />order to allow outdoor storage up to approximately 35,000 square feet. <br />Fischer asked if the 35,000 square feet is what Stockness' tenants require. <br />Stockness replied that that is the amount that is required and is being used. <br />Stockness noted that behind the building there is a parking area that the <br />City considers to be outdoor storage. Stockness expressed some confusion <br />about whether a parking area for pick -up trucks should be considered <br />outdoor storage. If so, then the 35,000 square feet is required. Stockness <br />indicated that given fire lanes and traffic patterns behind the building, he <br />thought that 35,000 square feet was the maximum amount of outdoor <br />storage that would be practical on the property. <br />Fischer noted that as a result of code enforcement activities, Stockness <br />was able to scale back the amount of outdoor storage at 3065 Spruce <br />Street to the 12,500 allowed under his CUP. Fischer asked if that was <br />possible to do at this time. Stockness reported that his tenants' businesses <br />have been growing. He again noted the truck parking area that is <br />considered outdoor storage. Fischer agreed that a significant amount of <br />area appeared to be truck parking. The City Planner stated that the fenced <br />in area behind the building is considered to be outdoor storage as that is <br />how these areas tend to be used. The Planner stated that the area could be <br />designated as parking for passenger vehicles and light trucks, but the site <br />plan would have to reflect that use and the area would be limited as such. <br />Duray asked how much area was behind the building. The Planner <br />estimated that the area being the building was a little more than half of the <br />84,000 total square feet of the site. Duray asked the maximum outdoor <br />storage for this property if it were rezoned to 1 -1. The Planner indicated <br />that 60% of the site could be outdoor storage, so about 50,000 square feet. <br />Stockness indicated that he would like 35,000 square feet in outdoor <br />storage and felt that was the most that the site could handle given the need <br />for fire lanes and truck maneuvering on the site. <br />-3- <br />
