MINUTES <br />PLANNING COMMISSION <br />MARCH 13, 2014 <br />Fischer reported that he visited the site and commented that the back of <br />the property was not very orderly. The items being stored in the back look <br />like they has been cast out. <br />Stockness reported that the early snow made for a problem in tenants <br />being able to get the site orderly. Stockness indicated that he would make <br />sure the site got cleaned up in the spring, and agreed that the site was <br />unorderly. Stockness noted that under the I -P District standards he was <br />required to have a lot of the property in green space. With regard to the <br />amount of outdoor storage he would be allowed under the 1 -1 standards, <br />Stockness reported that from a practical standpoint he would only be able <br />to add a little more than what already exists given the need to maintain fire <br />lanes and have space for vehicles to maneuver. Stockness also noted for <br />the Commission that if they drive through Ryan Industrial Park, it was his <br />belief that they were the only property with curb appeal. He again noted <br />that he was denied two curb cuts for his property while other properties in <br />Ryan Industrial park have curb cuts 70 feet wide and have no boulevard <br />space. Stockness also pointed out that the outdoor storage for his property <br />was located behind the building and not visible from the street. Fischer <br />stated that he agreed that the Stockness building had a good appearance. <br />Fischer stated that he was conflicted with regard to this request given the <br />Comprehensive Plan and the desire for Industrial -Park Zoning resulting in <br />better curb appeal and Tess outdoor storage versus the practical use of this <br />property. Stockness stated that he understands what the City was trying to <br />do, but noted that the Q3 site and the extensive outdoor storage on that <br />property, even the portion zoned I -P District. Stockness also noted the <br />blight in Ryan Industrial Park. Stockness felt that approval of the <br />rezoning of his property to 1 -1 District would not hurt. <br />Ledin asked the scope for a Conditional Use Permit should the property be <br />rezoned to I -1. The City Planner indicated that there are extensive outdoor <br />storage standards in the 1 -1 District (16 factors that would be considered) <br />and that storage would be subject to CUP approval. The applicant would <br />have to submit a detailed site plan showing the outdoor storage location, <br />fire lanes, screening, etc. <br />Duray indicated that it appears that the rezoning to I -1 District would be <br />acceptable under the Comp Plan. The City Planner indicated that the issue <br />is the City's general position in discouraging outdoor storage. That would <br />be the only conflict relative to the Comp Plan. If the Commission is <br />inclined to recommend approval of the rezoning, the Planner suggested <br />that it be on the basis that the rezoning to I -1 makes more sense given site <br />conditions and neighboring zoning. <br />-5- <br />
