MINUTES <br />CITY COUNCIL <br />MARCH 12, 2014 <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014 -3 -52 — AUTHORIZING THE CITY <br />ADMINISTRATOR AND FINANCE DIRECTOR TO INITIATE <br />OTHER INVESTMENT DEPOSITORIES FOR THE PUBLIC <br />WORKS /PARKS FACILITY BOND PROCEEDS SUBJECT TO <br />COMPLIANCE WITH STATUTORY REQUIREMENTS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PUBLIC The City Administrator reported that at a recent committee meeting for <br />WORKS/ the Public Works /Parks Facility project, it was learned that there has been <br />PARKS a significant increase in estimated project costs. There will be another <br />FACILITY committee meeting next week to determine what changes can be made to <br />PROJECT to building to reduce costs. <br />McGraw reported that when the planning for this facility began, it began <br />with a wish list and now, based on costs, the project is being refined to <br />what address basic needs. McGraw indicated that the Construction <br />Manager for this project is doing a good job in pushing the Architect in <br />that direction. <br />Keis asked the impact on the project schedule. The Administrator <br />reported that the schedule will be delayed as the project is refined. The <br />Administrator reported that the committee has learned that the <br />construction market has been depressed for a number of years, and now <br />that there is much more work available, prices are rising. The <br />Administrator also noted the benefit that the City is now seeing in its <br />choice to go with a Construction Manager rather than a design /build <br />project, since the City now has the opportunity to refine the project and <br />then take bids based on completed construction documents. The <br />Administrator noted that the project estimates, however, have been <br />surprising. <br />Keis asked if the current construction climate would impact the City's <br />street projects. The Administrator was not sure, and pointed out that the <br />Schletty Drive neighborhood has been informed that if the street project is <br />9 <br />
