RE $ UEST TO REZONE 29 DEMONT TO R2 ZONE <br />Kageh and Kaojia Vang (the Vangs) are real estate investors since 2001. They <br />are actively involved in church planting and in their community. As real estate <br />investors they work to bring back to life the charm and beauty of distressed homes <br />in the community. Their goal with rental properties is to provide safe, affordable <br />housing to families, improve and increase the value of the property, and support <br />families by providing them with opportunities and options to becoming <br />homeowners. Their real estate properties are professionally managed and they rent <br />out their properties to tenants with credible rental history. <br />ACQUIRING 29 DEMONT <br />The Vangs acquired the 29 Demont property (the property) in January 2014 <br />after the property went into foreclosure. The prior owner had owned 29 Demont <br />since 2001 and had maintained the property well until he was called into active <br />duty. The prior owner went into the service and the property eventually became <br />vacant for a number of years. The bank could not foreclose on the property until the <br />prior owner had returned from service. Sometime in 2013 the prior owner retired <br />from the service and returned home and the bank proceeded with the foreclosure <br />process. At the time the Vangs acquired the 29 Demont property they believed that <br />the property was a duplex because from the Ramsey County public records the <br />property was and is still listed as a duplex. The Vangs did not know that the duplex <br />was a lawful nonconforming use. They only learned of the property losing its lawful <br />nonconforming status in February 2014 after receiving notice from the City of Little <br />1 <br />
